What do HVAC techs actually do when they perform annual maintenance in AC/furnace? My house is 3 years old.

Do I need to have HVAC serviced? I don't currently have any issues.

I have a very tight budget right now, so I want to know how much I can expect to spend and why.

Well if you're broke don't worry about it.

Maintenance whether it's AC or furnace is to just get out there, test components, clean stuff up that sort of thing.

The biggest thing it to try to find issues so they are stranded peak season and have to go week or weeks without cooling or AC.
